Apacheサーバー上のHTMLファイルにアクセスしてみると、日本語で書いたHTMLファイルが文字化けしていました。
また、作成した HTMLファイルの <HEAD> ～ </HEAD> の中に
<META http-equiv="Content-Type" content="text/html; charset=Shift_JIS">
と明示的に"Shift_JIS"と定義しても無視されているようで、文字化けは変わりませんでした。
この日本語の文字化けは、Apacheの"httpd.conf"の設定を変更する事によって解決できました。
以下は、Apache 2.0.52のhttpd.conf の抜粋です。

↑ これがデフォルトの文字コードですが、デフォルトの文字コードは「ISO-8859-1( latin1)」（ラテン語）になっているようです。これをコメントアウト"#"します。
